210 generating units within the Electric Reliability Council of Texas’s (ERCOT) footprint experienced an outage, derate, or failure to start during unusually cold weather in February of 2011, affecting over 3.3 million customers, according to a Federal Energy Regulatory Commission (FERC) and North American Electric Reliability Corporation (NERC) staff report. The report found that the generators “did not adequately anticipate the full impact of the extended cold weather and high winds,” and that the outages could have been prevented by thorough preparation.
Winterizing the grid would have cost Texas utilities a lot of money. The utility companies did not want to spend the money. Texas utilities appear to have instead negligently chosen to place profit over the welfare of the people by refusing to spend this money, and ERCOT appears to have negligently allowed it to happen.
Texas utilities have done an exceptionally poor job of choosing which customers to cut power to during the crisis. People froze to death in their homes without power while empty office buildings in downtown Houston could be seen lit up through their windows.
ERCOT and Texas utility companies, such as CenterPoint Energy, knew that the winter storm was coming for at least a week, yet completely failed to prepare for or deal with the crisis. Reports suggest that ERCOT and Texas utilities reportedly told customers that blackouts would be temporary or “rolling,” but they instead lasted for days. This failure to adequately inform the public prevented the Texas residents from properly preparing for a lack of power by obtaining generators, leaving the area, etc.
ERCOT and Texas utilities were warned in 2011 that their grid needed to be winterized, and it appears they negligently failed to do so, leading to dozens of deaths.
